I believe the most practical wish for Monarch to make would be for all the wounds of the peacock miraculous to be healed and all the damages be transferred to himself. Alternatively, he could wish that all wounds caused by any miraculous be healed, which would heal him, Emily and Natalie, but he would exchange his life for that healing.
