Neo: No. She can’t talk. There’s no indication that the can change form (although she does wear disguises).
Plain Oscar: No, he was clearly using Ozpin’s mannerisms. The coat is not Oscar’s style, but it *is* Ozma’s style.
Plain Ozpin: Maybe, but as you say it makes the character irredeemable.
Oscar, but he’s begun his transformation into Oscar/Ozpin hybrid personality: Yes.
